1. (C) Drawing on points in reftels (A) and (C) Ambassador
reached Vice Minister Ruben Ramirez Lezcano (in absence of
Foreign Minister and other Vice Foreign Minister, both of
whom were traveling) to press for GOP support for Paolo
Carozza. Ramirez noted the arguments in favor of Carozza,
but was non-committal.
2. (C) Comment: We hope we are wrong, but we anticipate GOP
will probably support the candidacy of one or both of its
Mercosur partners, Argentina or Uruguay.
