1. (C) On June 3, post received note verbale number
67112-Ext-04 from the Ministry of Foreign Affairs indicating
the Government of Spain's acceptance of USG terms for the
transfer to Spain of Guantanamo detainee Lahcen Ikassrien
(ref A). Attached to the note verbale was a notification
from the Central Examining Court Number Five of the National
Court (the judicial entity that requested the extradition of
Ikassrien in June 2004) in which Magistrate Santiago Pedraz
Gomez acknowledged the USG conditions established in ref A
and agreed to abide by those conditions in the Court's
investigation of Ikassrien on charges of membership in a
terrorist organization, "in conformity with established
legislation and within the framework of constitutional
guarantees..."
2. (C) Please advise on next steps as this case develops.
