1. (C) Post delivered reftel points to Foreign Affairs Deputy 
Director Sarah Fountain-Smith in the Regional Security 
Section (IDC) of the International Security Bureau.  She said 
that while our request comes under the purview of her bureau, 
Canadian MANPADS policy is handled by a range of offices in 
the Foreign Affairs bureaucracy. Therefore, Fountain-Smith 
could not provide an immediate response to the demarche.  She 
undertook to consult and coordinate with other offices and 
said she would contact us in the near future regarding 
Canada's response.
