1. (SBU) The following responds to reftel request for 
information on Government of Vietnam efforts to promote 
democracy in Cuba and Vietnamese investments in Cuba. 
 
2. (SBU) The GVN does not take actions to advance democracy, 
human rights and fundamental freedoms in Cuba.  In addition, 
the GVN is usually critical of U.S. resolutions on Cuba at 
the United Nations on the basis that these resolutions 
represent interference in Cuba's internal affairs. 
 
3. (SBU) According to information provided by the Ministry 
of Planning and Investment, there is currently no public or 
private Vietnamese investment in Cuba.
