Kenney, Reason 1.4 (b&d) 1. (C) MFA Director of Multilateral Affairs and International Organizations Benjamin Villacis told PolOff on May 31 that Ecuador had not yet decided which candidate Ecuador would support for Deputy Secretary General at the OAS General Assembly in Fort Lauderdale (June 5-7). He said the MFA had obtained both candidates' resumes and was analyzing them. PolOff emphasized the importance of choosing a candidate who would continue the important work of Luigi Einaudi; we consider Ernesto Leal's resume to be the more impressive, but do not intend to announce a preference at this time. 2. (U) FM Antonio Parra will lead Ecuador's delegation to the OASGA and will travel on June 3, accompanied by his wife, Sandra Arosemena. Ecuador's delegation will also include MFA Subsecretary of Multilateral Affairs Julio Prado and Minister Luis Felipe Valencia (MFA Coordinator for the OASGA and previously Ecuador's permanent representative to the OAS for five years), as well as three persons from Ecuador's permanent representation to the OAS: Ambassador Mario Aleman, Minister Jaime Barberis (Ecuador's alternate permanent representative), and First Secretary Ibrahim Bares. 3. (U) FM Parra, Prado, and Valencia will arrive in Miami on American flight 932 at 12H04 on June 3. FM Parra will depart Miami on June 8 on American flight 967 at 16H20. Prado and Valencia will depart Miami on June 9 on American flight 967 at 16H20. 4. (U) Valencia, whom PolOff met with on May 31, was not aware of any private meetings the FM had already scheduled. Parra will not attend the Private Sector Forum breakfast on June 5. 5. (U) Ecuador's delegation has already made hotel reservations. They have no dietary restrictions. The delegation will not be accompanied by any security agents. The MFA's principal point of contact on all matters related to the OASGA is Luis Felipe Valencia, telephone: 593-9-832-6168.
