Berry. Reasons 1.5 (b,d). 1. (C) On July 23, A/Polcouns (in the absence from post of Refcoord) conveyed ref A para 4 points to UNRWA Deputy Commissioner General Karen AbuZayd. AbuZayd made careful note of the points. Her only substantive comment was that the message called for UNRWA to sever its ties to youth centers in the West Bank only and not in Gaza. To do this would pose fewer problems as the West Bank youth centers, unlike those in Gaza, are not located in UNRWA facilities. Gnehm
