1.  (U) LabOff delivered reftel points to MFA Director of 
Multilateral Affairs and International Organizations Benjamin 
Villacis, and to Veronica Mora and Fernando Altamirano of the 
same office.  Altamirano said that demarche points on the ILO 
proposed budget had already been delivered to Ecuador's 
entire delegation to the ILO conference.  The delegation is 
headed by Minister of Labor Galo Chiriboga and includes the 
MOL's Solimar Herrera, Deputy Andres Paez (head of Congress' 
Labor Commission), union leaders (Jaime Arciniegas, Mesias 
Tatamuez, Santiago Yagual, and Fernando Ibarra), and business 
leaders (Dr. Diaz Garaicoa and others). 
 
2.  (SBU) On Cuba's candidacy to be a non-permanent member of 
the ILO Governing Body, Altamirano said GRULAC members were 
leaning towards supporting Barbados instead.  The GOE would 
also encourage GRULAC to settle on one candidate. 
 
3.  (U) The Minister of Labor and union leaders have a 
planned 15-minute meeting with ILO Director General Juan 
Somavia in Geneva during the week of June 6 to discuss 
weaknesses in labor rights in Ecuador, according to the 
AFL-CIO Solidarity Center here.
