UNCLAS ASUNCION 000763 SIPDIS E.O. 12958: N/A TAGS: AODE, AMGT, MASS, MARR, HR, RMA, CSEP SUBJECT: NSDD 38 DOD/USSOUTHCOM STAFFING IN PARAGUAY REF: A. USSOUTHCOM J5 MIAMI FL 201959Z APR 05 REF: B. SECSTATE WASHINGTON DC 252049Z MAY 05 1. After careful review of the contents of the NSDD 38 proposal by USSOUTHCOM and the guidance provided in Ref B, Post confirms that our record agrees with yours. Post also understands the USSOUTHCOM proposal as in Para 1, Ref A. And concurs with the establishment of the proposed NSDD 38 position at the USODC. 2. Responses required in Ref B are as follows: A) Staffing change is reflected in the FY 07 MPP input. There is no net loss/gain - position has been filled by long- term TDY. B) There are no other resources at post that can perform the military functions assigned to the individual working the proposed position. C) The position, filled by long-term TDY personnel, can now be filled by a National Guard service member on Extended Active Duty (EAD). USSOUTHCOM request NSDD-38 to fill the position with 2-year rotations. D) As there is no net increase, administrative support does not increase. E) There are no additional security risks posed. 3. Recommend approval of the USSOUTHCOM proposal in Ref A. Keane
