RIGHTS VETTING FOR:  EXERCISE BALANCE TORCH 05-3.

1.  This is an action request. 
 
2.  Joint Interagency Task Force West J33/JUSMAG THAI has 
requested that the Embassy/State Department complete human 
rights vetting for units that have been selected to 
participate in Exercise Balance Torch 05-3 scheduled from 18 
July to 23 Sept. 2005.  To meet internal DOD advance 
deployment deadlines, they have requested that the review of 
human rights reports and files be completed no later than May 
31, 2005, if possible. 
 
3.  Although the Commanding Officer of the 5th Infantry 
Regiment of the 4th Army was removed from command and is 
under investigation for his role in the Tak Bai incident, no 
one from that unit taking part in this exercise is under 
investigation for human rights abuses.  The Embassy possesses 
no credible evidence that any of the units listed below in 
paragraph four have committed gross violations of human 
rights.  Please advise whether the Department has any 
relevant information on the units listed below. 
 
4.  Participants in the Exercise are as follows:

--  HQ, 1st AA (approximately 3 pax) 
--  1st Infantry Division (approx. 120 pax) 
--  31st Infantry Regiment (approx. 12 pax)

--  16th Infantry Regiment (approx. 120 personnel)
