SUBJECT: DJIBOUTI NEC SITE - REQUEST FOR OBO ASSISTANCE

1. (U) Post acknowledges receipt of funding (Ref A) and is 
pleased at the overall progress towards closing on the 
Salines South site.  Much has been accomplished in the 
brief time allotted, and with the successful resolution of 
a few remaining technical points regarding zoning, 
construction timeline and geotechnical studies, we believe 
that the final sales agreement can be signed in June, 
commensurate with the visit of the OBO team from Eihorn 
Yaffee Prescott. 
 
2. (U) To that end, it is Post's considered opinion that 
the final negotiations and resolution of remaining 
geotechnical points will be greatly enhanced by the 
presence of real estate and technical experts to lend 
assistance.  Post requests that REPM/AQD Vicki Hartung 
travel to Djibouti to assist with negotiating the final 
settlement.   In addition, Post believes it would be very 
useful if PE/DE/ABF T. Skep Nordmark could accompany the 
team to resolve any last minute geotechnical issues.
