1. (C) In response to Ref A demarche, the Kazakhstani 
Ministry of Foreign Affairs sent diplomatic note 10/2-1-1205, 
dated May 17, to Embassy Almaty.  Informal Embassy 
translation of the text follows: 
 
The Republic of Kazakhstan shares the goals of the Security 
Initiative in combating the proliferation of weapons of mass 
destruction proposed by the President of the United States, 
George Bush, in May 2003 in Krakow, Poland. 
 
The Republic of Kazakhstan is willing to cooperate within the 
framework of its national legislation with member states of 
the initiative in carrying out necessary measures on 
counteracting proliferation of weapons of mass destruction 
and means of delivery. 
 
2. (C) In a May 23 conversation with POEC Chief, Dastan 
Eleukenov, deputy director of the MFA's security affairs 
office, clarified that the GOK supports PSI, but has not yet 
reached interagency consensus on support for the Statement of 
Interdiction Principles.
