Ziadeh for reasons 1.4 (b) and (d). (C) Pol/Econ chief May 18 delivered reftel demarche concerning endorsing the Proliferation Security Initiative (PSI) and Statement of Interdiction Principles (SOP) to MFA Director for Bilateral Affairs Dhafer Al Umran. P/E chief also passed Al Umran background information on PSI and SOP from the Department website. Al Umran promised to review the materials and respond substantively to us. He asked whether other Gulf and Arab countries had endorsed PSI, and commented that knowledge that other regional countries had joined PSI could facilitate a positive Bahraini decision on the initiative.
