(C) Deputy Under Secretary for Defense for Industrial Policy 
Suzanne Patrick has requested country clearance to visit 
Spain 17-22 June 2005 (reftel).  Embassy has carefully 
considered request, and believes it in the U.S. government's 
best interest in connection with its relations with Spain to 
postpone the visit until September 2005.  We have received 
word that at least one key contact will be out of Madrid and 
unable to meet with Ms. Patrick during the proposed time.  We 
greatly value high-level visits and want to ensure their 
value is maximized.  This could be best done in the case of 
the deputy under secretary for industrial policy by 
rescheduling the visit for sometime beginning in September 
2005.
