Hudson; Reasons 1.4 (b), (d) (C) Per reftel, the points on PSI and SOP were transmitted by diplomatic note to the Ministry of Foreign Affairs on April 18. On April 19, talking points were delivered orally to Faycal Gouia, Director of the Americas Division of the Ministry of Foreign Affairs.
