1. (C) On May 18 Ambassador delivered Combatant Status Review 
Tribunal (CSRT) notification to Foreign Minister Abubakr 
al-Qirbi regarding the release of a Yemeni detainee from GTMO 
(ref A).  Ambassador asked Qirbi to confirm the ROYG's 
willingness to accept this individual, as well as other 
Yemeni nationals who are determined to no longer be a threat 
to U.S. national security by the CSRT process. 
 
2. (C) Ambassador told the FM that upon release from GTMO, 
Yemeni nationals determined to be non-enemy combatants, would 
no longer be under USG control and that any decision on 
further detention or prosecution would be solely up to the 
ROYG.  Ambassador also asked whether or not the ROYG would 
detain such individuals upon their return and stressed that 
they should be treated humanely. Qirbi accepted the 
information without immediate comment.  Post will follow-up 
with the MFA to obtain a formal reply to this demarche. 
 
3. (C) Ambassador also delivered ref B and C notification of 
Combatant Status Review Tribunal decisions to continued 
detention of listed detainees.  As in the past, the FM 
accepted the lists without comment.
