Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

C O N F I D E N T I A L YEREVAN 000865 SIPDIS DEPT FOR NP/RSA, T, EUR/CACEN E.O. 12958: DECL: 05/16/2015 TAGS: MNUC, PARM, PGOV, PHSA, PREL, KNNP, AM SUBJECT: DEMARCHE DELIVERED: REQUESTING ARMENIA'S ENDORSEMENT OF THE STATEMENT OF INTERDICTION PRINCIPLES REF: STATE 88984 Classified By: DCM A.F. Godfrey for reasons 1.4 (b/d). (C) On May 16 we delivered points, per reftel, to Minister Counselor (and until recently DCM in Armenia's Embassy in Washington) Armen Yedigarian, who said that he would be in charge of this issue for the Armenian side. Yedigarian was well informed about the Proliferation Security Initiative and said that he believes the initial Armenian reaction to the U.S. request was positive, but that the Armenian side had simply lost track of the issue. He said that he would raise the question with Deputy Minister Kirakossian today and that he expected that the GOAM could give some sort of reply by the end of May. EVANS
