(C)  On May 16 we delivered points, per reftel, to Minister 
Counselor (and until recently DCM in Armenia's Embassy in 
Washington) Armen Yedigarian, who said that he would be in 
charge of this issue for the Armenian side.  Yedigarian was 
well informed about the Proliferation Security Initiative and 
said that he believes the initial Armenian reaction to the 
U.S. request was positive, but that the Armenian side had 
simply lost track of the issue.  He said that he would raise 
the question with Deputy Minister Kirakossian today and that 
he expected that the GOAM could give some sort of reply by 
the end of May.
