C O N F I D E N T I A L KUWAIT 002029 SIPDIS E.O. 12958: DECL: 05/15/2015 TAGS: ECON, ETRD, KU SUBJECT: WTO SERVICES NEGOTIATIONS: KUWAIT WILL SUBMIT REVISED OFFER REF: SECSTATE 81619 Classified By: Economic Counselor Stephen Carrig, Reason 1.4(b) (C) Post delivered reftel demarche to the Ministry of Foreign Affairs by diplomatic note on 7 May 2005; econoff also delivered the talking points to Ministry of Commerce and Industry Assistant Undersecretary for Foreign Trade Affairs Hamad A-Ghanim. On May 15, Director of International Organizations Nefal Al-Doesari confirmed to econoff that Kuwait is planning to submit a revised services offer. The Ministry of Commerce sent an initial offer to the Ministry of Foreign Affairs for approval on April 16; a copy has also been provided to Kuwait's commercial attache in Geneva. As soon as MFA signs off on the offer, Kuwait will submit it to the WTO. LEBARON
