(SBU) On April 5 the Ambassador discussed with Foreign Minister Carlos Morales Troncoso U.S. views (reftel) on proposals for an Inter-American Convention on Racism. Morales Troncoso agreed there was no reason to negotiate an additional instrument on racism and said he would speak with his MFA advisors about supporting our position. Separately, Embassy provided the full set of talking points to MFA International Affairs Director Michelle Cohen and requested a response. HERTELL
