US embassy cable - 05SANTODOMINGO2614

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. (SBU) On April 5 the Ambassador discussed with Foreign
Minister Carlos Morales Troncoso U.S. views (reftel) on
proposals for an Inter-American Convention on Racism. Morales
Troncoso agreed there was no reason to negotiate an
additional instrument on racism and said he would speak with
his MFA advisors about supporting our position. Separately,
Embassy provided the full set of talking points to MFA
International Affairs Director Michelle Cohen and requested a
response.
