UNCLAS ASUNCION 000612 SIPDIS E.O. 12958: N/A TAGS: PREL, PGOV, PHUM, XM, PA, OAS SUBJECT: PARAGUAY ON SUPPORT FOR U.S. CANDIDATE FOR INTER-AMERICAN COMMISSION ON HUMAN RIGHTS REF: STATE 75344 On 5/3, PolOff delivered reftel c.v. and talking points to MFA Human Rights Director Julio Duarte, who will discuss the matter with MFA Multilateral Director Mario Sandoval. Duarte would not say whether Paraguay would support Professor Carozza's candidacy. He said Paraguay has received similar requests from four other countries -- Argentina, Uruguay, the Dominican Republic, and Bolivia -- and all four are under consideration. KEANE
