1.(C) National Security Advisor Aliyu Mohammed June 25 
requested  the U.S. to delay acceptance of Ravalomanana's 
accession until after the OAU/AU Durban convention in early 
July. Aliyu said that, knowing the views of the U.S. and most 
Western countries would help the OAU reach a decision 
favorable to Ravalomanana.  But announcements by the U.S. and 
others that appear to pre-empt the OAU/AU would create 
difficulties.
