UNCLAS KINGSTON 001161 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) AND USOAS E.O. 12958: N/A TAGS: JM, AORC, ASEC, CVIS, PREL, PGOV, EAID, KSUM, KPAO, XM, OAS SUBJECT: JAMAICAN DELEGATION TO THE OAS GENERAL ASSEMBLY STILL UNDECIDED REF: STATE 75027 1. Per reftel request, poloff on April 29 delivered reftel points on the OAS General Assembly to Ann Scott, Caribbean and Americas Department, Ministry of Foreign Affairs and Foreign Trade. Scott responded that Foreign Minister K.D. Knight has been proposed to lead the delegation, but that the recommendation requires approval by the Cabinet before it can be confirmed. If the Foreign Minister does not lead the delegation, then Minister of State Delano Franklyn will likely attend in his place. Poloff offered to follow up with Scott closer to the event to determine the composition of the GOJ's delegation. 2. Scott said that, should Knight lead the delegation, he will be accompanied by a single security agent. She added that the Foreign Minister does not normally travel to official events with his spouse. Other members of the delegation, she said, may include Jamaican Ambassador to the U.S., Gordon Shirley, and his deputy, in addition to Ann Scott, who will accompany the head of delegation from Kingston. Post will report further details as they are available. 3. Post designates Poloff Geoff Siebengartner (876-935-6086, siebengartnergc@state.gov) to serve as the primary point of contact between Washington and the Jamaican delegation. TIGHE
