UNCLAS ASUNCION 000587 SIPDIS STATE FOR WHA/BSC E.O. 12958: N/A TAGS: AMGT, ASEC, CPAS, CVIS, KCRM, KFRD, PINR, PINS, PREL, SOCI, PA SUBJECT: PARAGUAY: PARTICIPATION IN FOURTH GLOBAL FORUM ON FIGHTING CORRUPTION REF: STATE 063279 On 4/27, PolCoun met with Mario Sandoval, MFA's Director of Multilateral Affairs, to urge Paraguay to send a strong delegation to the upcoming Global Forum on Fighting Corruption in Brazil in June. Sandoval recognized the value of Paraguay's participation in this Forum but asked for more information about the level of delegation the U.S. and others were contemplating sending so as to properly gauge the level Paraguay would seek to send. PolCoun and Sandoval agreed Carlos Walde, a former businessman working as a Senior Advisor at Minister Level to President Duarte, might make a strong head of delegation. Walde, a Mennonite widely respected for his honesty, is President of a multi-institutional consultative entity on corruption (CISNI) that is made up of representatives from both within the Government and civil society. It would be helpful to receive more information that we could share with the GOP regarding the compostion of the U.S. delegation. KEANE
