UNCLAS DJIBOUTI 000424 SIPDIS E.O. 12958: N/A TAGS: KDEM, PREL, DJ SUBJECT: COMMUNITY OF DEMOCRACIES DEMARCHE DELIVERED REF: STATE 71931 1. (U) Acting Pol/Econ delivered demarche per reftel April 28 to Mohamed Omar Djama, Coordinator of the Americas Office at the Ministry of Foreign Affairs. Djama reported the Djiboutian government does have an observer at the Community of Democracies meeting from Djibouti's NY/DC Mission, but that the Government of Djibouti currently has no official stance on Secretary Rice's proposal, nor does it have voting rights in or membership in the Community. Acting Pol/Econ also passed Djama information about the Community and the criteria for membership, for his reference. RAGSDALE
