1. (C) Vu Thuy Ha, wife of imprisoned political activist Pham 
Hong Son, informed Poloff April 28 that her husband and 
jailed essayist Nguyen Khac Toan have both been offered 
leniency if they admit to "some" of the charges against them 
and promise not to associate with human rights activists 
after their release from prison.  Ha said that she has 
discussed this offer with her husband, and he refused to 
accept it.  She reported that Toan's family indicated to her 
that Toan has agreed to distance himself from other 
activists.  As a result, she believed a "significant 
reduction" of his sentence is likely soon, and his release 
may be possible in the next amnesty on Vietnam's National 
Day, September 2. 
 
2. (C) Ha reported that Son continues to have a skin tumor 
developing on his nose.  Prison authorities recently 
transferred Son to a hospital in Hanoi for treatment of the 
tumor.  He requested that his family be allowed to visit him 
in the hospital before the treatment.  When authorities 
refused, he declined treatment and was returned to prison. 
Ha said that, although the tumor is "growing rapidly," she 
does not believe it is dangerous. 
 
3. (C) Ha also reported that she has been in contact with the 
family of imprisoned activist Nguyen Vu Binh.  Binh's family 
has not been contact by authorities with an offer of 
leniency, so Ha does not expect his release from prison is 
likely soon.
