(SBU) We delivered demarche and talking points to MFA Chief of International Organizations Department Valery Mkrtumyan, MFA Americas Department Chief Lilit Touthalian and Ministry of Health International Affairs Section Chief Haik Grigoryan April 25 per reftel instructions. Post also delivered talking points to the Ministry of Defense Foreign Liaison Office and MoD Medical Faculty Dean David Mkhitaryan. 2. (SBU) MFA contacts were generally receptive to USG positions and promised to raise these issues with their mission in Geneva nlt April 29. Both MFA and Ministry of Health indicated that inter-Ministerial coordination on these issues was not exceptionally strong but suggested a willingness to use our demarche as an occasion for further discussion among their offices and with the Ministry of Defense.
