1. (U) Poloff delivered "Supporting Human Rights and
Democracy: The U.S. Record 2004-2005" to Nasser Arrabyee,
Special Assistant to the Minister of Human Rights on April
24. Arabyee promised to pass the report to Minister Soswa
and to report back should she have any comments. Poloff also
provided an Arabic translation of the Yemen portion of the
report.
2. (C) During the course of the meeting, Arrabyee confided
that the ROYG rebuttal to the USG 2004 HRR (Ref B), "was not
written with the endorsement of this ministry," confirming
post suspicions that the rebuttal was instigated by
instructions "from above." Instead, he expressed his
ministry's appreciation for work that post was doing in
"raising the awareness" of human rights abuses in Yemen and
promised "full cooperation" with post with the 2005 HRR.
