Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

UNCLAS ASUNCION 000533 SIPDIS STATE WHA/BSC NSC FOR KIM BREIER E.O. 12958: N/A TAGS: PHUM, CU, PA, UNHCR-1 SUBJECT: PARAGUAY WILL NOT SUPPORT RESOLUTION ON GUANTANAMO REF: STATE 69823 On 4/19, PolCoun drew from reftel points in conveying to Julio Duarte, the MFA's Human Rights Director, U.S. concerns about the resolution introduced by Cuba on Guantanamo. Duarte affirmed that Paraguay similarly viewed this resolution as unconstructive and politically motivated. Paraguay had not decided yet whether it would abstain or vote against the resolution but supporting it was not/not an option. Duarte conjectured the resolution could ultimately be pulled as occurred last year. KEANE
