(SBU) Acting PolCouns delivered April 15 ref A demarche to Honduran MFA Vice Minister AMB Mario Fortin on the Cuban UNCHR resolution on the Guantanamo detainees. Acting PolCouns repeated the demarche April 18 to MFA Director General for Foreign Policy Allan Oviedo. 2. (SBU) AMB Fortin told PolOff April 19 that Honduras would vote against the Cuban UNCHR resolution on the Guantanamo detainees, if it came to a vote. MFA Director for Multilateral Policy Irena Cardona called PolOff later that same day to relay the same message. 3. (SBU) Comment: As noted in reftel, the GOH was set to vote against the Cuban resolution on Guantanamo in 2004 before the resolution was dropped. End Comment. Pierce
