UNCLAS BOGOTA 003719 SIPDIS E.O. 12958: N/A TAGS: PREL, KDEM, CO SUBJECT: DEMARCHE DELIVERED: COMMUNITY OF DEMOCRACIES REF: SECSTATE 66782 Post delivered reftel demarche to MFA Director of Multilateral Affairs Camilo Ruiz on April 14, including urging the GOC to participate actively in the upcoming Ministerial meeting of the Community of Democracies and to increase its engagement in promoting democracy. On April 18 Isaura Duarte of the MFA's Multilateral Affairs Directorate confirmed that FM Carolina Barco would head the GOC delegation to the ministerial. Barco, just back from a trip to China and Japan with President Uribe, is still considering what concrete proposals she plans to bring to the table on behalf of the GOC. As Barco will see the Secretary during her brief visit to Colombia before the ministerial, no requests for bilateral meetings in Santiago are anticipated. WOOD
