UNCLAS DUBLIN 000462 SIPDIS E.O. 12958: N/A TAGS: PHUM, UNHRC-1 SUBJECT: IRELAND: CUBA IS TRYING TO DIVIDE THE EU REF: STATE 69823 On April 19, Emboff delivered reftel points to Third Secretary Margaret Stanley, Department of Foreign Affairs SIPDIS (DFA) Americas Desk Officer. Stanley said that based on the language of the Cuban-sponsored Resolution text, the sentiment within the EU is that Cuba is trying to promote division among Member States, and between the United States and the EU. She added that some Member States were "determined not to give Cuba the impression that it has the ability to divide the EU." She said that Ireland strongly supports voting in line with the EU consensus, but would likely abstain if left to a national vote on the Cuban-sponsored Resolution. KENNY
