(U) In a meeting with SA A/S Rocca and MEA Joint Secretary (Americas) S. Jaishankar on April 18, Charge SIPDIS delivered our demarche regarding Cuba's resolution before the CHR about the treatment of detainees in Guantanamo (Reftel). Charge requested that India oppose this resolution. Jaishankar stated that the GOI would consider the request. 2. (SBU) In a follow-on conversation on April 19, Jaishankar told Charge that India would vote against the Guantanamo resolution, in keeping with its policy of opposing country-specific resolutions at the UNHRC.
