On April 13, in response to reftel A, Emboff delivered demarche and talking points from reftel B to Antonio Pinto, Director of the Civil Aviation Institute of Mozambique (IACM). IACM is the regulatory body for the airline industry in Mozambique, housed within the Ministry of Transportation. Mr. Pinto welcomed the demarche and requested that the Embassy send him a letter in Portuguese detailing the new rules, so that he could circulate the letter to all the relevant airport authorities and airline companies. On April 15, the Embassy delivered a translation of the letter. Mr. Pinto had no further substantive comments on the issue. 2. Mozambique does not have any direct flights to the United States. LALIME
