US embassy cable - 05DUBLIN449

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

On April 14, Emboff delivered reftel points to Eoin Duggan,
Third Secretary, UN/International Terrorism and Illicit Drugs
section at the Department of Foreign Affairs. Duggan said
that the Irish Minister for Foreign Affairs, Dermot Ahern,
would not/not attend the April 28-30 Community of Democracies
(CD) Ministerial in Santiago. Duggan said that the Minister
is unable to attend due to his new role as European Special
Envoy to the UN Secretary General for UN Reform. According
to Duggan, the Irish ambassador to Buenos Aires will attend
in the Minister's place, and at this time has no plans to
propose new initiatives within the CD context.
