UNCLAS DUBLIN 000449 SIPDIS E.O. 12958: N/A TAGS: KDEM, PREL SUBJECT: IRISH FOREIGN MINISTER NOT TO ATTEND COMMUNITY OF DEMOCRACIES REF: STATE 66867 On April 14, Emboff delivered reftel points to Eoin Duggan, Third Secretary, UN/International Terrorism and Illicit Drugs section at the Department of Foreign Affairs. Duggan said that the Irish Minister for Foreign Affairs, Dermot Ahern, would not/not attend the April 28-30 Community of Democracies (CD) Ministerial in Santiago. Duggan said that the Minister is unable to attend due to his new role as European Special Envoy to the UN Secretary General for UN Reform. According to Duggan, the Irish ambassador to Buenos Aires will attend in the Minister's place, and at this time has no plans to propose new initiatives within the CD context. KENNY
