UNCLAS DAR ES SALAAM 000735 SIPDIS E.O. 12958: N/A TAGS: PREL, TZ SUBJECT: Community of Democracies: Tanzanian Participation REF: STATE 66787 1. On April 13, poloff discussed the upcoming Community of Democracies ministerial with Hemed Mgaza, the newly-appointed Americas Desk Officer at the Ministry of Foreign Affairs. Mr. Mgaza was aware of the Ministerial, but said that Tanzanian government had not yet decided who would head its delegation to Santiago or whether Tanzania would propose any initiatives. 2. Embassy Dar es Salaam believes it is unlikely that Foreign Minister Kikwete will attend the Ministerial. Tanzanian will elect a new President in October; Kikwete is one of the front runners. From April 27- May 4, the leadership of the ruling CCM party will convene to nominate the party?s candidate for the Presidency. Neither Kikwete nor many other top government officials will be inclined to miss that event. STILLMAN
