US embassy cable - 05DARESSALAAM735

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. On April 13, poloff discussed the upcoming
Community of Democracies ministerial with Hemed
Mgaza, the newly-appointed Americas Desk Officer at
the Ministry of Foreign Affairs. Mr. Mgaza was
aware of the Ministerial, but said that Tanzanian
government had not yet decided who would head its
delegation to Santiago or whether Tanzania would
propose any initiatives.

2. Embassy Dar es Salaam believes it is unlikely
that Foreign Minister Kikwete will attend the
Ministerial. Tanzanian will elect a new President
in October; Kikwete is one of the front runners.
From April 27- May 4, the leadership of the ruling
CCM party will convene to nominate the party?s
candidate for the Presidency. Neither Kikwete nor
many other top government officials will be inclined
to miss that event.
