1. (C) Embassy delivered demarche (paras 5-6 Ref A) to MFA 
UN/OAS Division Chief Michelle Cohen on April 13, having 
received telephonic instructions (Ref B) that Santo Domingo 
had been inadvertently omitted from Ref A addressees.  Deputy 
Foreign Minister Alejandra Liriano informed us the same day 
that the Dominican Republic would vote with the United States 
on the CHR-61 resolution on Belarus and on any related 
no-action motion.  Embassy had delivered a separate demarche 
on the no-action motion on Belarus April 12 (reported Ref C). 
 
2. (C) Embassy coordinated with Embassy of The Netherlands 
DCM Joep van de Laar, who represents the Luxembourg EU 
Presidency here.  His embassy had instructions for the joint 
demarche (as we reported Ref D), but no one appropriate was 
available to deliver the demarche on short notice.  He 
undertook to do so on behalf of the EU as soon as possible, 
but recommended we go ahead today and inform the MFA that the 
EU and United States have the same position.  We did so.
