(S) On April 12, we delivered reftel demarche regarding the 
UN 1267 designation of Movladi Udugov to Julien Deruffe, 
senior desk officer for C/T at the MFA.  After checking MFA 
records, Deruffe said the MFA had sent instructions to their 
UN mission in August 2003 stating that the GOF had no 
objections to Russia's proposal to add alleged Chechen 
terrorist Movladi Udugov to the 1267 list.  Deruffe said the 
MFA had taken this decision based on information given to 
them by French intelligence agencies.  The MFA could not 
transmit this information to us, said Deruffe, because it 
belonged to French intelligence.  He suggested that the USG 
use liaison channels to request the French intelligence 
information on Udugov.  Furthermore, he advised that it would 
be faster if that request came from our Embassy in Paris 
rather than routing it through the French Embassy in 
Washington.
