1.  Post conveyed reftel B demarche on March 11 to 
Manfred Bialonczyk, Head of the Aviation and Navigation 
Office in the Federal Ministry of Transportation, 
Innovation and Technology, and to Alois Kraut, Head of 
the Transport and Telecommunication Unit in the Ministry 
of Foreign Affairs.  Neither provided any substantive 
comments. 
 
2.  Post has an appointment with Bialonczyk on April 21 
to discuss the lighter ban and other aviation issues.  We 
will report any feedback.
