1. (S/NF) Lagos core EAC members convened today to review
Post's security posture in light of the current threat
information outlined in REFTELs. In attendance were the CG,
RSO, RMAS, MGT, CON, DEA, POL/ECON, PAO, DAO, FCS and FBI.
2. (S/NF) RMAS summarized recent reporting outlined in
REFTELs. RMAS stated the threat reporting indicated the
Consulate General in Lagos had been a primary target for
terrorist activities. Reporting indicates that Al Qaida is
in Nigeria and has contacts with other terrorist groups
including the GSPC and the "Nigerian Taliban."
3. (S/NF) The EAC agreed that since no imminent threat
is anticipated, Post does not need to take any immediate
emergency measures. However, Post will develop a
comprehensive plan to enhance security, specifically
regarding the control of the public street in front of the
Consulate Office Building.
