On April 4, Post delivered reftel talking points to Paul Barnwell, Department of Foreign Affairs (DFA) First Secretary for Disarmament and Non-proliferation. Barnwell said that the GOI has never conducted government-to-government arms sales with Yemen, including in small arms and light weapons (SA/LW). On April 8, Barnwell called emboff to confirm that the Department of Enterprise, Trade, and Employment (DETE, the agency that grants licenses for private exports of weapons) has never received a license application for an SA/LW transaction involving Yemen. Barnwell noted that DFA and DETE would take reftel points into account if an application were ever made. KENNY
