US embassy cable - 05DUBLIN419

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

On April 4, Post delivered reftel talking points to Paul
Barnwell, Department of Foreign Affairs (DFA) First Secretary
for Disarmament and Non-proliferation. Barnwell said that
the GOI has never conducted government-to-government arms
sales with Yemen, including in small arms and light weapons
(SA/LW). On April 8, Barnwell called emboff to confirm that
the Department of Enterprise, Trade, and Employment (DETE,
the agency that grants licenses for private exports of
weapons) has never received a license application for an
SA/LW transaction involving Yemen. Barnwell noted that DFA
and DETE would take reftel points into account if an
application were ever made.
