WITH LET NOTIFICATION

1. (U) This is an action request:  see para 3. 
 
2. (S) The GOC confirmed late on April 7 that, having 
reviewed the supplementary information in Ref A, they are 
prepared to proceed with designation of Lashkar-e-Tayyiba and 
all aliases provided in Ref B.  They could proceed as early 
as Monday, April 11. On an administrative note, the GOC 
proposes that the notifications for next week be sent to the 
UN 1267 committee on the same day, to reduce the burden on 
financial institutions instituting the freeze.  Note: in 
addition to LeT, we have proposed designating Ibrahim Buisir 
on April 11 and Bilal al-Hiyari on April 13.  GOC views on 
those designations will follow septel.  End note.) 
 
3. (S)  Action request:  On LET, they request clarification 
of the last paragraph in para 4 of Ref A (text below). Which 
government banned LeT in 1992?  They stress that this query 
is for their records only, should the desgination be 
challenged in Canada, and has no impact on their decision to 
support the notification to the UN 1267 Committee as soon as 
possible.

(S//REL to CAN,GBR) The U.S. embassy in India was informed by 
a very reliable source in 1992 that LeT terrorists in 
Skardu were advised by their mentors to carry out their 
activities under the name of a new outfit "Pasban-e- 
Kashmir" as part of an attempt to conceal the identitiy of 
LeT which had been banned.
