1. (S)  On April 8, Maurice Biggar, acting Director of the 
DFA's UN office, called to say that following consultations 
with Ireland's DOJ and higher levels at the DFA, the GOI 
wishes to confirm its support of the USG plan to submit 
Buisir to the UN 1267 Committee. 
 
2. (S)  Biggar noted that the GOI cannot co-sponsor at this 
time because of its domestic, legal and political concerns 
(ref A).  At the same time, he said that the GOI has agreed 
to Embassy's request to look into legal questions surrounding 
co-sponsorship of an action against an Irish citizen, in case 
this comes up again.  He also asked if the USG could explain 
precisely how co-sponsorship would work, since Ireland is not 
on the UNSC now and thus not part of the UN 1267 Committee. 
He closed by expressing GOI appreciation of the close 
cooperation between our governments on this issue.
