HIZB-I ISLMI GULBUDDIN (HIG), GULBUDDIN HEKMATYAR AND MEK 
UNDER THE CANADIAN CRIMINAL CODE

1.  (S)  Reftel requested USG views on GOC plans to list 
Hizb-i-Islami (HIG), Gulbuddin Hekmatyar and the Mujahedin-e 
Khalq (MEK) under Canada's criminal code.  Canadian Deputy 
Ministers met on April 1 and decided in principle to list 
MEK.  However, given political sensitivities that listing 
will probably be delayed.  (Note:  Canada is responding 
strongly to recent reports, from a physician who saw her 
body, that a Canadian-Iranian journalist was raped and 
tortured before her death in Iranian custody. GOC 
participation in a "Doing Business in Iran" trade show has 
been cancelled and other avenues of exerting pressure and 
expressing anger at her treatment and the subsequent lies by 
the GOI are being explored.  End note.) 
 
2.  (S)  On HIG, the Deputy Ministers wondered why partner 
countries (i.e., the US) had not listed the entity despite 
having listed the associated individual, Gulbuddin Hekmatyar 
(listed on the OFAC site under Hekmatyar).  They would 
welcome background on USG views on HIG.
