1.(S) Post offers one ongoing program and six possible 
programs or actions as ways to advance GWOT objectives. The 
ongoing program is our Mission Speakers Initiative, which 
draws on staff from all agencies represented at post, sending 
three at a time to high schools in the Maputo area. The 
objective is to establish person-to-person conversations 
between young people and Americans. Frequent subjects have 
included HIV/AIDS and US culture. Post is now trying to set 
up the program inside all-Muslim schools. 
 
2. (S) Expanded or new programs that could help advance GWOT 
objectives include: 
--A small-scale rewards program. Post is considering such an 
effort, which could promote awareness of terrorism and 
receive better information from the public on possible 
terrorist threats. The public would be invited, via posters 
and mass media, to report suspected terrorist-related 
activity by telephone and a website. Individuals offering 
information later judged useful would receive a monetary 
award. 
--Expansion of the Container Security Initiative to help 
improve port security. Vessels regularly sail from Maputo to 
the US. The fact that the much larger Durban port already 
serves as a CSI port may make Mozambican ports a more 
appealing target for terrorists. 
--More resources for border and coastal security. There have 
been cases in recent years of known terrorists transiting or 
remaining in Mozambique. INL approved a post proposal to use 
FY04 INL funds to support GRM improvements in border 
security. Additional funding would allow us to address such 
issues at airports. In addition, a Coast Guard assessment 
visit could encourage increased port and maritime security. 
--A US-supported radio station (separate from VOA, though 
possibly under the Board of Broadcasting Governors) aimed at 
young people airing material with a mix of pop and material 
on the GWOT. The preferred model would be a similar station 
in Burundi, but experience in the Middle East and that of 
private broadcasting could be useful. 
--A fund, run out of the Ambassador,s office or USAID, to 
support inner-city programs to provide employment to young 
people. The assumption here is that urban, not rural, youths 
tend to turn to terrorism. 
--A film or video portfolio showing examples of the success 
of USG assistance programs. Ranging from documentaries to 
feature films that have put U.S. efforts in a positive light, 
this could be used for direct media placement or as part of a 
film festival.?
