(S) On March 25, MEA Under Secretary, Disarmament and International Security Affairs (DISA), Nutan Kapoor outlined for PolMilOff the status of the GOI investigation of Sandhya Organic Chemical's shipment of phosphorous oxychloride, a CW precursor, to Iran. 2. (S) According to Kapoor, Sandhya is a CWC Schedule 3 facility and the export of phosphorous oxychloride is permissible under GOI law because Iran is a CWC state party. Any diversion by the Iranian end-user would come to light at the annual declarations of the Organization for the Prohibition of Chemical Weapons (OPCW), Kapoor stated. She requested that the USG provide further "persuasive information" about the end-user. MULFORD
