1. (C) Post has reservations about being included on the 
Terrorist Finance consolidated prenotification list as 
described reftel A.  For the reasons noted below, post 
requests to be allowed to deliver prenotification demarches 
at our discretion, and not to be required to make a 
demarche at every prenotification. 
 
2. (C) Tanzania's capacity to handle the onslaught of 
additional demarches as a member of the UNSC has already 
been severely strained.  Our past experience suggests that 
Tanzania is very unlikely to be engaged on prenotification 
issues (see reftel B) unless there is clear evidence that 
an entity is currently present in Tanzania. 
 
3. (C) Tanzania will almost certainly never block action on 
designations, and is also very unlikely to participate in 
joining the U.S. in making designations.  In addition, 
Tanzania's capacity to take quick action (i.e., in the days 
between prenotification and official designation) is 
extremely limited.  However, the risk of an information 
leak during that time is, in our estimation, very 
significant. (Note: At the first prenotification demarche, 
Foreign Ministry officials left the sensitive documents 
face up on a desk in a public area while accompanying 
poloff outside the building.) 
 
4. (C) In the past, econoff has delivered the terrorist 
finance lists to the Ministry of Finance once the lists are 
made public.  While the Ministry of Finance has a mechanism 
to relay the information to the central bank and other 
financial institutions, its capacity to quickly identify 
and seize assets is highly questionable.  To date, no/no 
assets have been frozen in Tanzania under the UN 1267 
designations. 
 
5. (C) Post will continue to deliver the information on 
official designations after the fact with Ministry of 
Finance officials and will continue to engage both Foreign 
Ministry and Finance Ministry officials on the issue.  Post 
should remain on the consolidated prenotification list as 
long as Tanzania is on the UNSC, but post requests case-by- 
case discretion in determining whether to share the 
prenotification information with Tanzanian officials.
