Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

UNCLAS DJIBOUTI 000325 SIPDIS SENSITIVE DEPT FOR DS/IP/ITA, DS/IP/OPO/SD AND DS/ICI/PII E.O. 12958: N/A TAGS: ASEC SUBJECT: DJIBOUTI: SURVEILLANCE DETECTION GUIDELINES REF: STATE 44922 1. (SBU) Per REFTEL (A), Post submits the following responses: - Interdiction: 2. Somewhat satisfied. - Follow up with bio data/records checks: 2. Somewhat satisfied RSO Comment: Although Host Nation security services respond quickly to incidents that may occur in the proximity of the Embassy compound, incidents that may occur in residential areas are approached with less urgency. Host Nation security services lack the resources to effectively conduct routine patrols and as a result they generally dismiss possible surveillance incidents as coincidence and will delay responding or not respond at all. The Host nation security services are excellent at retrieving data when requested resulting in a turnaround of 1 to 2 weeks and sometimes even days. However, records maintenance is poor and the accuracy of the data is questionable requiring further inquiry to corroborate information, which results in delays. Without constant follow up from the RSO or FSNI, the inquiry is generally forgotten or ignored. 2. (U) POC is RSO Marc Ramos at 253-35-39-95. RAGSDALE
