(C) Emboffs delivered reftel demarche to counterparts at Foreign Affairs Canada (FAC) and the Canadian International Development Agency (CIDA) on March 30. In a follow-up conversation with poloff, Suehila Elkateb, Sudan Desk Officer at FAC, advised that it was likely that either Foreign Affairs Minister Pierre Pettigrew or International Trade Minister Jim Peterson would head the Canadian delegation at the Oslo conference. 2. (C) Elkateb further noted that FAC and CIDA had not yet determined the level of a Canadian pledge, and indicated that it would probably be several more days before a final decision is made.
