Emboff delivered a copy of the report "Supporting Human Rights and Democracy: The U.S. Record" to Kuat Seksenalinov, head of the Americas desk at the Ministry of Foreign Affairs on March 30. 2. Seksenalinov accepted the report and indicated his familiarity with it, but inquired what "consequences" the report might have. Emboff explained that SHRD is a report from the Department to Congress on U.S. activities, and is distinct from the HRR. Ordway NNNN
