(C) On March 30, Post delivered reftel talking points to Pauline Conway, Department of Foreign Affairs (DFA) Counsellor for Africa. Conway noted that Conor Lenihan, Minister of State for Overseas Development and Human Rights, along with Brendan Rogers and Ciara O'Brien, Director and First Secretary, respectively, in the Emergency and Recovery Section of Development Corporation Ireland (DCI, the development agency within DFA) would attend the April 11-12 Oslo Donors Conference on Sudan. DCI Director General Ronin Murphy may also join the group. Lenihan, Rogers, and O'Brien will travel to Oslo after visiting Sudan April 3-8, where Conway expected Lenihan to echo reftel talking points in urging the Sudanese Government to implement the CPA and to end the violence in Darfur. She also noted that the GOI would make a "substantial" three-year assistance pledge to Sudan, but would not announce a final figure until the Oslo conference. She added that the GOI would package this assistance in the context of the 2005 UN Work Plan. BENTON
