Reason: 1.4(e). 1. (U) This is an action message. 2. (S) Two of the Lashkar-e-Tayyiba aliases in para 7 of reftel (Passban-e-Kashmir and Paasban-I-Ahle-Hadith) apparently entered the joint prenotification message at some point between the original draft that we shared with the GOC and the final version sent to posts. Canada's Department of Foreign Affairs (FAC) noticed the discrepancy today (March 24) and the Canadian intelligence service (CSIS) has been trying to reconcile the connection all day. Those aliases are not included in Canada's domestic listing under the Criminal Code or the UN Suppression of Terrorism Regulations (the equivalent of our OFAC listings). 3. (SBU) Canadian government offices shut at COB today until OOB on Tuesday March 29 for the long Easter weekend. 4. (S) FAC proposes that if intelligence experts have not been able to link the names by COB today (March 24), those aliases be dropped from the submission to the UN 1267 Committee planned for Monday, March 28. The process is complicated by the fact that Canadian intelligence links those two aliases to another entity that they have not listed as financing terrorism. If the USG does not feel it is possible to drop the two aliases, the GOC requests that the notification to the 1267 Committee be delayed until they can confirm the link to LET.
